Allowing people to just exchange there foreign driving licenses for ours without any theory test could be responsible for this.
In Spain, possibly other European countries, roundabouts are used differently. You have the right to be in the outer most lane and keep circling the roundabout if you so wish. you are supposed to have your indicator on, but anybody in a inner land needs to give way to those in outer lanes.
I have a friend, who i think learned to drive in the uk, and to him, its acceptable to indicate to the right if you are exiting the 2nd exit, something our theory says you should only indicate right if using 3rd or subsequent exit of roundabout.
instead of just swapping driving licenses, there should be some sort of exam, to ensure that drivers from abroad have read our rules of the road.
