I know the numbers stack up but it's not really a level playing ground when 1 team has 2 provinces and the other just has 1. It's going to be harder to get a decent sheep.

Why would you want a decent sheep? It'll just be rustled! Better to have a nice spread of votes anyway 2, 2, 2 & 3 would be perfect, no?
