Except for the 3 finalists, everyone with a fog account can vote. You will get 2 votes each with can be used in 3 ways.

1: You can place 1 vote each on 2 players
2: You can place 2 votes on 1 player
3: You can choose to use only 1 vote and place it on 1 player
