I had no clue when there wins were from, but Google told me Dublin won 30 times, Kerry won 37 I think it was, and the rest of the counties were in the low numbers of wins.

Felt Dublin and Kerry were contenders for the Rustle, so I simply just chose a county I like - Kildare Shy
