There is a connection between the two events alright, but not always. I see some drivers constantly at this weaving behaviour without any provocation.
Another thing that is most annoying is if you are overtaking a few cars on a motorway (some of whom could be those lane hoggers) and there is someone tailgating you. Even if someone was hogging a lane, which would not be the case this time, they should never be tailgated. If you brake, they could be straight into the back of you. It is an offence that carries penalty points, but I have never heard of anyone being done for it.
