Ok well then how does he just randomly get to kill during the day though? I thought they are only allowed kill once a day unless they are the SK? 

Along with the lynch and the munch there is also what is known as powers in the game - these happen throughout the game and can lead to deaths. Both the village and the wolves can have powers.
