i dont think if there are (say) 4 tied votes, she can choose to kill 3. 
though, there is enough ambiguity in the below that maybe she could kill 3 if 4 are tied. 
i suggest we try not to test that theory. 
Should there be a tied lynch, Cruella will decide who will live or die, and her choice will be… limitless

I think you are the only person anywhere to suggest that Cruella can kill multiple people, I know, you start your sentence with 'you don't think', but that doesn't really change that you have introduced the concept to the thread. only your mind has thought this up, or necros mind and you know it because you are Cruella or another wolf.

3 people tie, she can kill 1
4 people die, she can't kill 3.
