I'd agree, without context, it would seem to suggest, infinite uses.
but, there is context, "and her choice will be… limitless."
her choice, will be limitless, the number of uses seems to already be covered in when she can use it, that is, when 'she is alive' AND 'there is a tie'. So, i think the use of the word really emphasizes the read of the line such that, she will not decide among the tied players, but that the wolves control the lynch fully, if Cruella is alive and we end up in a tie. We should strive to not have ties in this game until Cruella flips.
village points will be give to those folks break possible tie situations.
Rule 6 says it again "In the event of a tied lynch, Cruella De Vil will decide who will die." This again seems to point out that she is not limited to having to choose between the tied players.
On Jafar, I don't think they have fireballs to shoot around, as their main power. I think that is just a reactionary effect, if the powers thief happens to try to steal Jafars powers.

My read on the limitless is that if there's a tie, she can choose who dies but doesn't have to pick from the little in the tie.
On the jafar fireball, my guess is it works as a regular kill on anyone else but does extra damage to the village in some way if he can successfully target Aladdin
