Do you mean out of the two of them - I have no idea! The most powerful wolf character is Ryan so I don't think either is him as it would be crazy to bus a wolf that has a kill power. 

Prada and Laura both being wolves does not mean Prada and Dexter can't both be wolves - there is minimum 3 wolves but likely 4 based on the unknown number comment in the OP.
