We're actually moving office next month and we're going to a full hybrid model, 50/50 between the office and wfh. We'll have assigned areas for each team, but there won't be a full complement of desks for any team. There's only three on my team, but we'll only have two desks, so there'll always be at least one person wfh. There will be common areas that you can book spaces if we ever really needed to have everyone in some day but some of the bigger teams will need to really plan ahead if they want to do that.

It's not really odd, they need to keep playing the hardline card until they have enough data to warrant any changes. If they run "open all up" on insufficient data and testing on the virus itself and it backfires, who do you think the public will blame, they are damned if they do and damned if they don't really.
